Project Overview

Challenge:

Restore failing storm drain piping and overflow drain systems. Perform work without disrupting City operations and compromising the existing structure.

Solution:

Install 1,220 linear feet of 6″ CIPP in both storm and overflow drains using the Pull-In-Place method across multiple building sections. Utilize the ‘start and stop’ approved Gapping Method for branch line connections. Coordinate night work with property management to minimize operational disruptions during the installation process.

Client background and project scope

The Civic Center Plaza, a landmark skyscraper at the City Hall complex, is leased by the City of San Diego to house various departments that no longer fit into City Hall. The large storm and overflow drain systems were failing and required extensive rehabilitation, from the roof to the street. Great care was taken to prevent damage of surrounding areas while prepping severely degraded piping. The project took place in various critical areas of a multi-floor building, including roof drains, vertical risers from mechanical rooms, to access the horizontal piping in shafts, garages, and roofs. This effort rehabilitated 1,220 linear feet of 4″, 5″ 6″ and 8″ cast iron piping.

Method

The project involved a detailed, phased approach across different sections of the building. Initially, access points were created in restroom walls on various floors for descaling and lining vertical risers. In the garage and second floor areas, access was established in office spaces and parking structures to prepare and rehabilitate storm and overflow drains.

Horizontal roof and garage piping were accessed through existing entry points, followed by descaling, flushing out debris, and lining with CIPP Liner. Each segment underwent a strict process of inspection, preparation, including descaling, lining and QC inspections. Work was scheduled overnight to minimize disruption to City departments while ensuring thorough restoration of the piping systems.

Outcome

This project greatly reduced the risk of leaks and extended the drainage system’s life, ensuring it meets modern standards and efficiency. This strategic upgrade, performed over a span of 42 days, is expected to enhance system reliability and maintenance ease, supporting the building’s long-term operational needs and safety standards without the need for large-scale digging, property damage, and asbestos testing.
